GM teleport(ctrl + click) is enabled for players, such as off?

Unfortunately, we have experienced significant hard drive damage that requires urgent maintenance and rebuilding. I've tested it like 2 seconds ago 
that should be the issue, i've put it on false and my normal character was not able to CTRL + click
