Launcher crashing when it reaches 1600 MB Usage

Everything essentially works fine, the launcher is downloading the build fine for around 90 seconds, at that point, memory usage reaches 1600 MB and it gives an error saying: out_data must be initialized before, if it goes to 1630 MB I also get failed to compress file list and the launcher crashes.

I tried it with a new codex src, plus tried a 100% working one from my old pc and exact same issue happens.

I have 32 GB ram, I've googled and tried bcdedit / set increaseUserVa 3072 but it still crashes at exact same point.
I'm not sure what to look at anymore, replaced DB's rebuilt game a hundred times, rebuild entire RSBuild, that doesn't seem to be the issue, it's somehow the launcher itself, as it does write files and dowloads fine until one point it crashes and corrupts all the bins and starts from 0 again

this error occurs when you try to download the game on your local computer. change your WZ_*.bin

I've had this problem with a few sources over the years.
usually I always fixed it by increasing the limits through IIS.
I don't remember exactly where I changed it, but it was everything related to request limits.
This print I rescued from an old conversation, and it manages to have details (useless) more observable for correction.

go to your iis manager and activate the IIS resource called "Requests" and among other resources about requests.
