Neoncube patch.txt error

Hi, so a friend of mine sent me neoncube to try out for a patcher. And with his neoncube config file settings it worked fine. For me though if I change the patch_site and try to run the patcher I get "Failed to get /patch.txt"

Now my patch.txt is in my wamp/www/patches/ folder and I'm using no-ip as my host so I'm not sure what to do to fix this. I looked it up through this forums and others but none of those fixes helped. I disclosed my neon config if you guys want to see.
