New CH problem and can't create boat!

I have a issue when player is on my server they cannot change channels and trying to make boat or joining my boat would crash their client, how to fix this issue? They however can connect to my server friends whispers are working but yeah same ch and boats not. Anyone who solved this issue and would be kind enough to elobrate how to fix this would be very nice!

Yeah, I am still waiting for someone to elaborate on how to fix it.

I tried using Windows VPN with PPTP and thought it was working, but it was just my laptop's WiFi automatically turning itself on (so it was connecting locally).

Windows VPN does not actually seem to fix the problem.
