Difficulty changes on third job change quests

- We have lower the difficulty rating for third job change quests .
- Reduced the number of quest items needed to complete the quests.
- Rate of successful element transmute has been increased.



So dear owners of privs, get ready to change your 3rd job quest requirements or it will be harder than on int now to get 3rd job skills xD
