Ahhh people are really dumb
Maybe some logs? u think we are a wizards?
I have one solution for u, give up with it or try to find alone way how to fix every ur problem coz in futhure no one gonna help u.

Im quietly sure ur wolrdsvr_* are offline....

download and install htop and kill ur worldsvr proces.
Or just try service cabal stop twice time.

I didn't find a way how to fix this,' Iv'e tried to reinstall cabal but it's still the same so what i did was delete the centOS on VM box and reinstall a new one

Dude depends on myour specs, even if you have everything well configurated and your pc is fair to run cabal wont load more than 2 channels.
