Problems with server file HELP ME!!!

Hello everybody, I would ask your help because my file server can not use the command &summon
I tried many ways and I can not use it.

&summon 789,10
&SUMMON 789
&SUMMOn 458,10,90000

please help me, I use the server files Sapeco

Another question:
I wonder why when I create a server without being with the SapeCo files the following message appears:
Failed login in top
log in database failed db game
and is giving this error when I open the creator of accounts and when I run the server!
