[Release]Game Configuration Tool

Hey everyone, today release is a tool to configure the game before entering the game as some people have difficulty configuring the game or starting the game in the wrong resolution.

Note: 2K and 4K resolutions not included on the resolution list because RaiderZ interface start looks too small on huge resolutions and for fix that issue on requires few reworks on interface alignment and sizes.
