texts.pak-->pack.loc

Hi,
i have a friend which is can extarct texts.pak using WinRAR then he get a new file called pack.loc
and he use a software that can extract this .loc file and get .txt files to change anything he want then he put them back in the pack.loc file then in the texts.pak
he don't want to give me any informations on how to do that ,
please can you tell me how , i really need it ^_^
