v491 Client language.loc to english

Getting ' ERROR: Input data are corrupted or incomplete.'
trying to decrypt languagedata_en.loc from the v491 client
Is there any way to be able to edit it to make the client into english instead of ru ?

As I posted above, trying to decrypt the loc file using that comes up with ' ERROR: Input data are corrupted or incomplete.'
Replacing the loc file with others makes the game crash on startup
