if someone stole mine I'd be a little agitated because I made it, but I didn't I couldn't do anything about it (like when I was the first person to use the ESRB M rating as my avatar, I didn't think anyone else would use it, but someone did (after I dropped it for something else).
If you made it, ask to take it off. If you didn't, don't do anything.

Avatars and signature pictures will only be changed if they really stole it from you, as in you made it. Only other reason would be if they were to have everything like a other member to annoy people or to pretend to be them (usually with new accounts with very similar names)
