first of all, if they were thorwing rocks and hitting the cars, that is a crime, if they had caused an accident they wouldve gone to jail, so the guy with the crossbow just tuahgt them a lesson, and i want to know the guy who

The man who can shoot a small child on a bridge with a crossbow while moving in a car should join the fucking NAVY Seals.

Ok -- so maybe a crossbow was a bit over kill.
Perhaps if it happens again, then next time the guy should use a high powered paintball gun to shoot the kids in the nuts. (A) It wouldn't kill them (B) It would make them think twice about doing something so dumb (C) It would hopefully destroy their balls and prevent them from replicating and passing on their retarded, rock-throwing genes
It's a fact that most kids don't realize what kind of damage throwing a rock at a car can do, they usually just think it will do damage to the car. Now all means that doesn't mean it's right, but most don't realize that this could cause a car crash with the possibility of people dying in it.
The guy shooting the crossbow obviously knew what he was doing and his thought was to actually hurt the kid.
Obviously people should step in when kids do that, but firing a arrow at a kid who probably doesn't realize that damage that could be doing, is absolutely unacceptable.

The kid understood the risks of throwing stones and rocks at cars, but it was unintentional to obviously damage them, and kids these days don't have brains and think that a rock won't do any damage.

It's not the damage to cars that's the biggest issue, though it might have been for the person in question.
The real danger is that people would make mistakes during their driving due to a large bang against the car. So this can (and has) cause injuries or even death due to the result of it.
In the end though you have to look at intend, were their intentions to cause a car crash or was it just their attempt of juvenile vandalism.

You can argue both that the kids didn't expect to cause a crash, but I doubt the crossbow person was trying to injure them either.
Some kids actually got in some major trouble for throwing rocks, bricks, and other projectiles off the overpass outside my place a few years back. One of the drivers got hit and her car spun out of controll, died the next morning

I know there were some kids on my school throwing small balls of dirt/sand down from a bridge onto cars, they got caught (luckily) and they basically said they were just doing it as a game, because it was quite hard to hit a car at that speed, it wasn't to do damage to the car or cause a crash, but just to hit something while it's moving.
It really all depends on the age of these kids, you got 8 year olds doing this kind of stuff not realizing it, while say you got 13 year olds who do know what they are doing.
