If he was in uniform/on-duty then it it would be.

A person is an individual, this happened because of his personality not because he was a police officer. (to our knowledge)
The way I see it is that everyone is supposed to be lawful in the first place and when someone does something unlawful the individual gets punished no matter who they are, not the whole profession.
You don't see this happen in other professions:
ie.
If a fireman is a pyromaniac we don't blame the fire dept/all firemen we blame the individual for what he did.
