Ghosts are not a fantasy made to scare people. They're based on religion, reincarnation after death. Some ghosts apparently reincarnate for the sole purpose of getting revenge, or haunting. That is what is used to scare children, not ghosts.

There was a time where my great great grandpa was getting closed to dying, and my grandma and mom was watching him at the time. They both claim that they saw my grandma [who passed away a few years before] telling him that it was okay to pass on.
So I'm not sure, I dont know why they'd make that up.
