I did not actually post it to enter the comeptition. It was simply posted as a basis to other members to show them a simple process of creating a wallpaper that also contains an mmorpg theme.

It's a custom shape tool. Look for a wheel-like thing in your custom shapes and that's it.
Or you could download a sun-ray paint pack from the internet and set it to a low opacity.

Linux and Gimp users are auto disqualified?
Gimp can save in psd format so you are incorrect in your thoughts but it only saves in RGB as far as I am aware [have not used gimp in 2 years].
Also gimp is runnable on Linux as is photoshop so you are again incorrect in presuming linux users can not enter.
