Internet Restrict Acces Application?

Hello,

I was just wondering, lets say I have a kid (ok, to be exact; a baby-childish sister :/)

Too much fucking around with internet and have to share 2 laptops with 5 humans, ofcourse as you all can know this is a lot of trouble. I was wondering if someone knows an application (Not think, really know about it please) which in you have your own login, and once you login you can internet for the set amount of time by the owner/admin, and once that time is up, internet just denies to be used, and every day the user can login again. [2 hours acces a day], please tell me there is an application like this out there! >_<

well if you got server edition of windows you can go into admin tools and do that (maybe you can do that in xp professional as well, not too sure).

i think stuff like net nanny or something do that also...
