i'm pretty sure that growing up with bad parents and a life "on the streets" would encourage that a lot more. (not saying that every person with bad parents that hangs out on the streets is automatically a killer either though)
real life killers are not created in first person shooters.
you are who you choose to be. circumstances affect your choices, they dont determine them.
furthermore, you could just as well use videogames as an outlet for frustration. if you're mad at someone you take out your anger in a game. if it werent for that game you might've handled it differently and ended up punching that person. maybe.
video games might well be the opposite of what a lot of people make it out to be: it doesnt create frustration. it absorbs it

you cant force people to do something (or not do something).
you can tell a murderer that killing is bad. will that change him? no.
it's much like advertising. you cant tell people to buy your product and expect everyone to buy it. people are a tad more complex than that
It's better than many I've seen; but, in the end, it's just another PSA and will trigger alot more people to get up and make sandwiches than it will to not carry a weapon.
I dont carry around anything yet I have never been hit or rolled on the streets.
