I suggest searching around for old 'Navy Uniforms' or Napoleon jackets, things like that. Looks like an old navy/military officers' uniform.
it looks like some sort of sea captains jacket to me, maybe that can give you a better lead. not sure where you could get one though
it looks sort of similar to the jacket part from the royal navy unifrom, i noticed the captain wears something like in pirates of the caribbean
