1. When you go to make a new thread there should be something in advanced options that allows you to use a poll. I haven't made a poll in awhile but If I remember correctly I would post my thread first then click "thread tools" and click "add a poll". Thats all.
2.Yes, I love deleting my own threads. I'm not sure if you need a certain amount of post count though. Maybe 200+? Try clicking thread tools to see if the option is there.

Under the box for the thread post, is another box called "additional options". A smaller box in that is "Post a Poll". Put a tick in "Yes, post a poll with this thread".

Since when is there a post limit for polls? It make no sense tbfh, it's not a special feature or anything, it's part of the forum...

Wouldn't have a clue, maybe it was just a bug with the rank and Dan never fixed it? Who knows. All I know is that on one account i can create a poll and on the other I can't
They were being over used for pointless things. Server adds pretty much had one to try and stand out. Plus polls go to the front page thing and people were abusing that as well.
It's rare normal members make polls, and in the extreme case they do need one a mod is only a PM away.

Alpha members can't, normal members should be able since they used to be able to unlock threads that mods locked

Read the thread properly, it is a bug. A bug very low o the priority list so it's not been fixed yet.
i think it's totally wrong to mark a member by post count if he/she is experienced or not. except u consider posting as the only experience. and the reason why i think so is that, if u scroll down, and see the top posters of the day who have "scored" like 100+ posts per day, then... i'd say it's spammer not experienced member.
