It is impossible to be in war and have innocent casualties. If a soldier kills an innocent civilian, they will be prosecuted. This isn't World War 2 or Vietnam. Bombs drop, people die. There have been incidents in Vietnam when pilots have mistaken their target and dropped bombs on their own soldiers.

Additionally the graph you provided is inaccurate, the Aid that came from the US government was 27.6 billion, another 93.2 billion came from private citizens. If I recall GNI includes private citizens...

So really that graph should show the US with a Net ODA of 120.8 billion in 2007. If you do the math that 120.8 billion puts the US well over 0.7% UN target
