so is it possible to subscribe or send money, withour adding a credit card?

if you have monay in that account (paypal account) yes you can.

well, even if you have money in your Paypal account but you dont have CC, then you cant send money, you can only receive but with limited amount only(500$)

And one question, does it have matter where do i live?

coz i typed another Country when i registering (coz our is not listed)

if i create Visa electron, then can i add it to pay pal?
