Yeah, i saw it right from the start.
While i don't agree with everything (there are 2 things that imo need some altering) it would definitely be a improvement.

I do really need things need to change, when i resigned half the longtime mods weren't doing much/anything, some because they are lazy asses who refuse to resign (2 smods), while other (s)mods simply don't do much because of how things are done, i mean you got inactive supers dictating mods on rules that they just made up, you got mods who want to expand what they do but are kept down, especially a few smod, and all of it combined simply causes the staff to have a negative view of things (and rightfully so) within the staff, and simply don't feel like doing much.

Before i resigned i was the most active mod around, this is not btw because i was so great or whatever, but because i was trusted with the whole Evo section (which went to Moofin, which i can't understand, nothing against the guy... but come on, a guy with 350 posts at the time -his last post on the first page on search, which is 50 posts back, was from over a year ago- while there are quite a few quality mods who are known by the community), so i was able to do a lot of work, and i did my best to get things changed in several ways, i ended up pissing off Aka and FF enough to finally respond, and when they did they messed up time after time, Aka even made comments that should have got him removed from Smod, yet absolutely nothing got done.

It's that kind of inactivity that will keep killing staff members, it's not a good place to be in right now, you don't get the feeling that people are there for each other helping out on this forum, especially with the Smods.

There are 2 key changes that have to be made, everything else could be discussed or even ditched, but what has to be done is the removal of inactive supers, to not only remove their feeling of superiority they have on mods while they are being jackasses (this doesn't go for you btw negata, but for the other 2 inactive ones...) and their absolute unacceptable behaviour, but also to form a close organised smod team that will actually do something, and perhaps even allow some fresh meat in. The other is the Senior Mod rank, so that mods can still make some progress among the ranks, without having to fullfil the high standards of a Smod, that are very hard to reach unless you been around for ages.

I'm not saying that the focus of mods should be to get higher up, but what's the use of investing a lot of time into something and building up trust, without people showing you some appreciation for it, it's natural for people to want to do more. Ofcourse it's also natural for not wanting to let go, which is the case with 2 Smods, but it should still be done, because they are just holding things back.

So much truth in so little space. How do you do it? Seriously though, I have to say I agree with what you're saying. Problem is, it has been said a few times already, and I think what needs to happen now is for everyone to realize whats necessary, so then some action many finally be taken.
