That's the thing though, I don't believe anything extreme like this would happen anywhere near me. I know I'm deluded in that impression, but aren't we all? We all have to view the world with rose coloured glasses or we would all go insane. It's why people ignore cancer symptoms until it's too late to treat.
A few years ago an old women got caught in the wheel arch of a bus while she was walking across the road. This happened in the place I live, I've crossed that road countless times. here.
The bus didn't stop and she was dragged half a mile. Sure some people called the police, but that's because they actively saw it happen. In that situation I would have tried to help, of course.
I guess what I'm trying to say is if I didn't witness the accident then I'm not sure I would really pay attention to it. I figure someone who was there would have done something. Maybe I've watched too many crime programs to be worried about being accused of the crime by reporting it if I didn't know what happened.
Oh and another point, how many times in news storys do you hear the line *police are looking for witnesses who might have seen what happened*. All the time, because people don't want to cause trouble for themselves. Unless you actively seek them out people have a surprising ability to ignore everything.

Again in China, a woman was stabbed and robbed in a bank, and no one did anything to help her. If you search on youtube you will find it straight away.
Delegating "duties". Nothing much I can say. It's just the way you raised. At least in here, people does care about others in any situation. So, that's the way you thinks, there is nothing I can do, and that same thinking drag some people to death, but yeah, as far as this never happens to you, you should be fine.

Believe me, I tried to find blood, I paused several times, I even watched another video which contains more scenes of this and there is no blood. The red thing in the floor looks like a small hat, or something and the liquid is just because the street is wet, it's water I suppose.

They have no regard for their own citizens. Fucking sickening to watch, 18 people actually walked past and some guy on a motorcycle just stopped and looked at it. The morality of people these days where they are leaving people in the middle of the road without caring, I'm sorry for swearing, but it's fucking sick.
It's sad, but what's even more sad is that you guys are surprised/shocked. There's much, much worse happening in the world. Ever heard of Unit 731? One girl getting run over is sad, but it's not shocking in the slightest. Humans are capable of much worse unfortunately.
