u only need to be 11 to get a debit or electron card in the UK to use paypal.
as in any bank and do i need my parents to sign anything?

Just go to the bank open an acc and they give visa electron cards (aka debit cards) paypal allow these, u just need 3 different things of identification to show u are who u r :P woola just put say £2 in ur acc and go make a pp acc n u r sorted.
