Just go to the bank open an acc and they give visa electron cards (aka debit cards) paypal allow these, u just need 3 different things of identification to show u are who u r :P woola just put say £2 in ur acc and go make a pp acc n u r sorted.

In Denmark that's 15-18 years, so it differs a lot from country to country....
