Actually the examples you give MD is Spam, and that would actually belong in that forum.
The forum you are looking for is something i call (i install boards from time to time for people and all) Chit-Chat, basicly not spam, but not a discussion either.

Try imesh, 3 bitorent windows, 2 DAP windows and having a server up.

And dont have a "debate forum" or "not serious-not spam" forum
Just a FULL OF SPAM forum will do better i think.
