This would impact every U.S. citizen as they would require ISPs in the U.S. to filter a list of domains that have been put on the list. Also, this bill would mean that anyone in the U.S. could be sued for sharing a link to copyrighted content. It's like telling someone where to get drugs, and getting arrested.

There wasn't even any remote chance this would have passed. It would have hurt the economy way more then the US can afford right now.

Want to prevent them shutting down you ? Shut down them. I'm pretty sure SOPA would cause a new vawe of denial of service attacks to DNS root servers. The logic is simple - if we can't use domain names, let's make noone be able to use them. There are botnets, with millions of victims, which are ruled by serious people. Just think about it...
1 000 000 computers. For example, if each of them has 1 mb/s network connection, attack would be approximately 1 000 gigabytes per second network traffic. Even DNS roots couldn't stand against such traffic flow... there is just no such technology available at the moment, that could process such data flow speed...

OR... just setting up "pirate" dns servers for using in global ? That could even make domain names free (oh yeah...). Yes, it means, rebuilding Internet architecture by people...
