EX: Bitch technically means female dog, but 99.9999% of America takes it to means slovenly women.
With that said, no one person created a language. All Languages and words derive from some where.
No one sat down one day and said... "Hmmm, time to create a new language!"
Also Shakespeare used many words that were not included in English while he was alive. One word he invented was Assassin. So who knows maybe in 30 years pwn will be in the dictionary...

There is no such thing as a language creator. And ppl basically use 'urban' words (check Urban Dictionary: Define Your World) because they are too lazy to type the original word or thing they are cool. But language is about making yourself being understood by others, and in both cases (lazy/cool dude) they (often) make themselves clear what they mean. So why would we use other definitions of the same thing only because of someone "thought" it up (which never happened ^^,).

There is a lot of difference between words when spoken and when written... When written one may fail to bring in the emotion and tone they actually mean when they say it out and hence these different forms of words helps achieve that.
