Relative to me in the driver's seat, the car is not accelerating. Do you know what an acceleration is? It is the rate of change over time of velocity, which is the rate of change over time of position. If I am the same distance from the steering wheel for the entire acceleration, my rate of change in position is zero. Therefore, my velocity is zero, which means my rate of change of velocity is zero, which means that my acceleration is zero.
The seat is what allows me to accelerate at the same rate as the car, therefore, relative to me, the car is not moving.
