Something similiar happened just recently, too. someone was shot by the police (I forget where) for eatting a pear...
It's not good when that happens and there really isn't much else that they can do besides appoligize and try not to make the same mistake again. >.< I just hope that it doesn't happen to anyone else, but that isn't very likely. :(

I don't mean anything as bad as killing. I mean like he thought he'd be found out for something simple like speeding or shoplifting and he REALLY didn't want to go to jail. That happens some what frequently from my understanding of it.

So much for the ol' "Keep a stiff upper lip" that the British always do. This terrorism strategy will never work in my opinion, all its doing is making many people angry and we do have more guns than the terrorist group(s).
P.S. Don't mistake the Terrorist groups from the Liberation Groups, many people say "They all the same to me", well they arent. Terrorist groups are the guys who blow up innocent people(Such as 9/11, the bombing in Spain, Britain), Liberation groups just believe that the U.S. should not stay in Iraq(Rightfully so, if China occupied us to give us communism because its "better" im sure we'd have a hella people fighting their soldiers).
No doubt i would shoot someone who i think he's setting off a bomb as well, but these judgements can't be made in the span of 1-5minutes. And neither can they be forgiven for by saying "sorry".
Also i thought most British Police don't even carry guns? (Its illegal for citizens in England to carry/own any type of firearm)

Damn right. But you have to look at it from the police point of view. They can not shoot him and he kills about 23 people...OR...you could shoot him and if he's not dead you'd be a saviour. The police act on impulse. The officer though it's best if he's dead not 20 other people.
