Pretty much all hosting has banners/popups, they all have limited bandwidth, and only a few have a MySQL database, and then i really mean a few.

Although MentaL is 100% right, i will make it a bit easier for you.
When you just put on a website on a host then that's it, but if you want people to be able to register, or allow them to post stuff or whatever then you need a database, and that's what mysql is for.
This whole for is one big database, all the posts, users etc, what isn't part of the database are things like images.
or even more simple, its like SQL server, but on the net
