Ah but the majority of the time they don't need to recall it. Cases like these are few and far between and more likely than not will only effect a small batch or at most an entire product. Think of how many types of sweets you can get, even if you have to recall one type (which tbfh most won't even bother returning) you have still made a huge amount of money importing.
And hell, even products in our own countries can be infected with chemicals.
