From how I understand these terms, they're both equivalent to the terms "Ars" and "Gop", which both are basically almost the same, only gops are mostly Russian-speaking guys and arses are the Israeli alternative of the gops (or vice versa. I'm not sure lol).
So anyway, both of these groups have their own "posers" who are basically just wannabe's and all they do is just play it tough. Now, the thing is, that the posers are just wannabe's, anyone can kick they're ass and get rid of them. Basically, most arses are more like the posers, and most gops are more like chavs.
The more serious ones from these two groups , however, can be way more dangerous. You can get stabbed for merely looking wrong at them, so I voted for chavs. Hell, even if you beat the crap out of the "bigger" arses and gops, chances are that they'll be looking for you pretty soon after, so yeah... best thing is not to get into such messes.
