1. f8 boot in safe mode without networking
2. create a new user
3. make it admin since admin ac's work without login in for safe mode
4. give it admins rights
5. log out of safe mode
6. reboot
7. login on the new ac
8. do what you want
9. login in safe mode delite the ac
10. remake when you want admin again

Aw, the above doesn't work. Admins need pw in safe mode. Also, the CD thing didn't work very well either.
There are some tutorials on YouTube, but theres a 45% chance ANY of them will work. ...Or why not go into an internet cafe lol.

I got 1 idea.
When they are about to login to their account, sneak up and look at their passwords. Then record it down on a piece of paper that you won't lose and keep it a secret. Never tell anyone else, keep it to yourself. Then when your parents aren't home or is in a different room. Quickly take out the piece of paper and login to their account, then simply change your limited account to admin. :P That is what I did.
Its not the easiest thing ever if they type fast =p
