Just reading the laws they refer to and related copyright laws tells me they're just trying to cite vague copyright law which doesn't actually apply to what you're doing in an attempt to scare you into taking something down.
From what I can gather, just as in the USA, the protocol of a game is not subject to copyright, but it may be patentable (although it's probably impossible due to prior art). A server developed, even if by reverse engineering (which again, violates the EULA or TOS agreed to by the programmer, it does not violate an actual law), is not subject to the copyright along with the "works" as they refer to them (we're talking ONLY the client and accompanying content here, the server is encumbered with other laws, not just copyright, but to my knowledge, you're not hosting their server which would in fact be illegal). So hosting a private server doesn't infringe upon any rights reserved by Codemasters or the owners of the IP rights of the game, as the product in question is not subject to the same copyright. They may reserve the rights to operate the "official server software," but not one written by a completely separate party.
