No facts are known...to decide what should be done really...but he is too young to feel the wrath of the justice system, or to be placed in any institution, or to just leave him alone. If he is left alone, and his parents pay for it, he'll be thought a bad lesson of others taking blame for his mistakes...and he could easily continue.
