Gohan never wore the shoulder part during a fight, this was the only time he wore them, and he took them off before getting on the field with Cell.

actually he is that short as an ssj, but that's after he was turned into a child, he couldn't go past ssj 2 in that body though unless he went straight to 4 where his body grows to it's adult form.

Gohan was about 10-12 years old there, he was quite a bit shorter then Goku. Later on though he's quite tall, not sure if he's actually taller, but about the same.

No. I've already siad that he could only get to ssj2, he'd skip past 3 and go straight to 4, something about his body not being able to handle the amount of energy that he had, this does screw with the fact that gohan went 22j3 as a child but can also be argued that because he's half human his physiology isn't the same.
Actually, Goku COULD go to ssj3 but he'd turn back to ssj2 moments after that (cause his body could only handle it for a little while) =p Technically speaking he was ssj3 for a short while though
