[RELEASE] Launcher for new concept

I have created a launcher that flexibly supports dynamic IP addresses and also makes managing the information much easier.

Key Features

- You will be able to quickly fix when your server's IP address changes!
  Just upload the generated file to your web server. That's it.

  *No need to build your own web server. You can use a hosting service.

- You will be able to "send a short announcement when users run this app".

- Allow you to set the User can run the launcher or not. in "real time".

- "No one can easily see connection settings to your server."
  Of course, it doesn't make much sense to someone who has knowledge about it.
