I'll check again.
If you are not in the specific quest, the quartermaster NPC doesn't appear. He is not static NPC. He only apears in the process of the quest.

Here is what you need to play through the first quest series(ID 21001).

sqlite3 file
https://drive.google.com/file/d/1kDT...ew?usp=sharing

and regionclientdata.xml
https://drive.google.com/file/d/1s4x...ew?usp=sharing

replace each file with original server file after you backup or rename it.

Confirmed utill Veilia town.

You need to use the launcher or make a bat files to launch it.

Unless the servers are hosting via public. You still can run the game offline. Those two idiots on pages 8 didn't ran their launcher as administration.
