Most, if not all data editing beyond simple config files editing for BDO is in editing the .bexcel client content file and sqlite server data database.
Modifying the client side gets a little complicated because you need to extract the .bexcel file from paz (compressed archive with seperate content and manifest files) files, edit it using a specialized bexcel; editor tool and re-inject it back into the paz files after (not always an error-free process). The server side is much easier since you can use a database editor like navicat to modify it. You just need to make sure any changes done on the sqlite file is reflected in the client side bexcel file otherwise you will get some pretty strange behavior.
On the upside there are sites out there that walk you through some pretty, um, interesting mods like nude characters & such.
See some of the threads in the bdo release and bdo development forums to find the tools you need to work with .paz and bexel files. You light want to look for posts made by Ledie - who seems one of the more active releasers of these tools and emus here. Ledie is pretty knowledgeable in regards to BDO emus and will sometimes answer the less common how-to questions that hasn't already been answered a thousand times.
