How to enable events? [661]

I was thinking about figuring out how to enable events on 661, though I made a mistake in underestimating how hard it would be to do so, I thought it was an xml file but after searching for about 3 hours, turns out its the datasheet.bexcel file. After converting it to xlsx I found out that events are stored in the table "eventmanage" and the "eventcontests" tables.

How exactly would I go about enabling them? and how do I convert back to bexcel?
