No one will write a tutorial on this for a while.
It is a pain in the ass to achieve.
You can do it by C/C++/ASM
If you want to do it ASM, just take a look at the other commands.
Theres a tutorial already made O.O, just the php pages are missing (They used a method where it changed mssql information via web pages outside of the server o.o)

Yes, that is possible with the Chat_Cmd functions.

The trick is actually getting them to work, which is just a waste of time.
