Look at his Locator.ini carefully. There is a closing quote but it's on the next line. It doesn't matter.

I had the same problem But what i did was redownloaded the server files and take the locator folder and replaced it with the Regular server files and just fill out the info and it worked So try that i would say

Try running as admin if your using win 7, that might work xD

Delete every log from the locator folder, then re run the locator and send us the locator log.

could be from the ports ?? just recheck ur settings
