Adding costum commands

Are there any tutorials how to add costum commands like:

/mute
/Info ( shows Hp/ap and info about players )
/ping

and all that kind of commands, also staff comands.

It would be a better way to show your own ping in the window of the "tab".
Same in Counter Strike ^ ^

I think Mocro Gunz had the /info that u're talking abt. But in this case they juz had to press F9 and see the hp of urself if u're alive but when u're dead it will show the hp of the person u're spectating.
