Dyn IP can't use Locator

I asked this question so many times but no one could solve my problem =(
VPN softwares are troublesome for the players and lag the game
what could I do?

try VPN or 127.0.0.1

Uncorrect!, you can use dynamic ip... port forward your ip correctly and all will work fine. ( I'm using it !! )

no..im not using any routers but the ISP gave me the dyn IP...
