you need to learn by yourself lol
open tab.tga in photoshop, edit > save > test.

Not unless you are really interested in changing the style and theme to your fit in your server.

Because the game uses a elu to display the scoreboard/table.
And as such its using uv mapping.
You could load the model into the char viewer and change the texture and look at the changes at the viewer.
