How do I edit the launchers skin?

The site lags/doesn't load for him, so im posting o.o...He means a launcher like the normal ones, just reskinned and stuff.

Umm...... Im not exactly sure, but you could try Resource Hacker I havn't exactly tested that theory. So not 100% if it works.
