    fmod.dll

Some people have an error while running my server before the game comes up that says..

This application has failed to start because fmod.dll was not found. Re-installing the application may fix this problem, but the thing is they have the exact fmod.dll I have..

And other people's games wont even start even though they have the same files I do.. What gives?

That's the only stuff I see wrong.

I'd say DirectX isn't installed, or an outdated copy of DX is setup. Try having your users install DX9c and retry.
