Support GunZ Source Question Macro or HEX?

hello friends ragezone few weeks ago I discovered this in my source code, found in the Seller "ZSecurity.h"

    "\x9\x1b\x13\x39\x2e\x2f\x2e\x2e\x3b\x18", // SpeederXP
wanted to know a few things about this little part of code:

    1. ¿What kind of code (binary, hexadecimal, macro etc.) is being applied there?
    2. ¿As the code that works to identify a process or malicious program or not allowed?
    3. ¿There is some kind of tool to help me to develop new lines of code like this guy?

thank you all for responding, and not also need to know that, how it works, and if it is feasible to use this unknown to my method, I have seen this kind of code for any part of the source, related to objects (items / weapons / etc) and would like to know the maximum, I leave it to you experts to clarify me this big question for me, greetings to all and Merry Christmas.
