Lets say I wanted to set up a special server with its own set of items, designed to emulate team fortress, a game which comes packaged with halflife, and soon there will be a team fortress 2.
On team fortress, there are 9 classes of players, which means I will need to design 9 sets of items to emulate each class. Quite obviously, there isn't a way to get people to wear all of the same type of item, thus it would be up to people to self police the game.
Since we cant emulate the game directly, we can make a conversion of the game specifically designed for gunz.
Ok the design for teamfortress was as follows
Offensive, Defensive, and Support
In GunZ, on offense, I can say we have 3 different types of players, we will call them by their team fortress equivilents

Slow Speed High Armored: We can emulate this by making a piece of armor lower their speed by a percentage, much like the machine gun already does, this is easy to emulate. High armor is just as it says.
Shotgun: Easy enough to reproduce, however we will have to balance it out in game accordingly. We cant use the breakers that already exist.
Rocket Launcher: Again, easily reproduced, not sure what delay to put on these, or how much damage they should do, I really need to go back to playing TF sometime (if anyone wants to fill me in on how much damage these should do...)
Frag Grenades: 4 of them... probably should work much like ours does already
